April 30, 2018 Meeting Regarding Massage Regulation in California

The California State Senate Committee on Business, Professions and Economic Development is holding an information hearing, Update on Regulation of Massage Therapy in California: Business Oversight and Best Practices, on Monday, April 30, 2018, at 12:00 p.m. in Room 3191 of the State Capitol. (Please note the date change from the original announcement.) ABMP will be in attendance at the hearing and will be submitting written comments. There will be Public Comment at one to two minutes per individual if you would like to talk.

California Bill Regarding Bowenwork Failed

As discussed in our most recent Legislative Update, California AB 2793, introduced this past legislative session, proposed prohibiting cities and counties from requiring Bowenwork practitioners to get local massage business licenses (as distinguished from a general business license required of all types of businesses). The bill failed in the state legislature this session and was not signed into law.

California Bill Would Exempt Bowenwork from Local Massage Business Regulation

Under California law, cities and counties can enact local ordinances providing for the regulation of massage businesses. California AB 2793, introduced this legislative session, proposes that Bowenwork be specifically exempted from this provision. Thus, under the bill, a city or county could not require a Bowenwork to get a city or county massage business license (as distinguished from a general business license required of all types of busines

California Bill is Amended

AB 1147 was amended on April 23, 2014 and will become the Sunset Committee bill moving forward. Legislation must pass this year in order to continue the statewide credentialing of massage therapists. Most importantly, if passed, the bill authorizes the continuation of statewide voluntary certification for massage therapists. In addition the bill does the following:
  • The California Massage Therapy Council (CAMTC) organization would be reauthorized until 1/1/2017.
