The Montana legislature adopted House Bill 87, which creates one general law for all licensing boards to follow to unify board standards. The bill explains a board’s function and outlines appointment terms and qualifications, board meetings, and member compensation.
House Bill 115 consolidates penalties for unlicensed practice across various licensing boards, including the Montana Board of Massage Therapy.
ABMP, ASCP, AHP, and ANP have summarized below how COVID-19 has impacted Montana, from executive orders affecting business closures, to reopening protocols modifying practice procedures, to financial programs developed to aid the unemployed.
Montana SB 104 was signed into law on February 25, 2015. The law makes a purely technical change to the state’s massage therapy law by deleting the provisions pertaining to obtaining a license by grandfathering, which expired in 2012.

It is illegal to practice massage therapy in Montana without having a state license. Most massage therapists have already applied for and received their license. However, if you were delaying the process for some reason, perhaps you have not been practicing, or you’re taking a break for some other reason, please be advised that the “grandfathering provision” is expiring soon.
As of July 1, 2010, you will need to be state licensed to practice as a massage therapist in Montana. The Montana Board of Massage Therapy is now accepting applications for licensing. Applications can be found at www.massagetherapists.mt.gov.
The Montana Board of Massage Therapists met for the first time on September 28, 2009. The board, named below, is charged with the responsibility of writing the rules and regulations to implement the law. ABMP will keep members informed of the progress the board makes and when applications become available.

House bill 662, providing for the state licensing of massage therapists, was signed into law by Governor Schweitzer on May 5, 2009. The new law goes into effect immediately. However, applications for state licenses will not become available until a Board of Massage Therapists is appointed then writes rules and regulations to implement the law. There is no action for you to take at this time. ABMP will continue to keep members informed.
House bill 662, sponsored by Rep. Elsie Arntzen, has passed the House and is scheduled to be heard by the Senate Public Health, Welfare and Safety Committee on April 8, 2009. If passed, the bill would require massage therapists to become state licensed and would establish a Board of Massage Therapists to implement the law.
The bill would allow practitioners to qualify for licensure by signing an affidavit that they have engaged in the practice of massage therapy for at least 100 hours in Montana. Practitioners would be able to qualify under this provision until July 1, 2012.
