West Virginia 3/21/05 3/26/01 3/21/05: On March 14, House Bill 3021 was introduced by Speaker Robert Kiss and Delegates J.D. Beane, Timothy Ennis, Ron Walters, L. Gil White, and Greg Butcher. The purpose of the bill is to eliminate clauses established in 1998 that allowed for long-time practitioners to obtain licensure based on their experience. In addition, the amendment would require a non-refundable application fee for candidates for licensure. The amendment also raises the fine for practicing without a license from a minimum of $100 to a minimum of $500. The bill has been referred to the House Committee on Government Organization. ABMP Analysis This bill is merely housekeeping in nature; the licensure provision for practitioners practicing before 1994 has likely served its useful life; in 2005, nearly all who could qualify under this method have already done so. There is a fair amount of language additions; however, they all appear to be administrative in nature and are unlikely to affect any practitioners in their normal course of practice.
